Justice Carolyn Layden-Stevenson ordered that Lai be allowed to remain in Canada while he appeals his deportation order to China a process likely to take months. Chinese authorities accuse Lai of being the mastermind behind a Xiamen-based network that smuggled as much as $10 billion worth of goods with the protection from corrupt government officials. Beijing claims the smuggled goods included cigarettes, vehicles, heating and cooking oil, textiles, chemicals and other raw materials.

Winnipeg police believe an HIV-positive Winnipeg man already facing charges of sexual assault may have had unprotected sex with as many as 45 young women and girls.  Subsequent investigation led police to lay dozens more charges, including several charges of aggravated sexual assault and forcible confinement, in connection with seven other incidents involving women and girls ranging in age from 12 to 22. Police now say the man preyed on the most vulnerable women in society, such as runaways and children in foster care. They believe he lured the young girls into his home, offering them food, a place to stay, alcohol and drugs. With the exception of one, police say none of the victims was aware that the man had HIV, the virus that causes AIDS.

• Seattle: Chinese human cargo escapes from container, get arrested
  Twenty-one people were in custody Wednesday after they apparently let themselves out of a 40-foot cargo container used to smuggle them from China, officials said.   The 17 men and four women, all believed to be Chinese nationals in their 20s and 30s, seemed to be in good physical condition after two weeks in the container, said Michael Milne, a spokesman for U.S. Customs and Border Protection. Port of Seattle security guards spotted the group about 1 a.m.

An HIV-positive man accused of having unprotected sex without telling his partners may have done so with more than 25 women in the past two years, police say.  Police announced yesterday they've charged 28-year-old Clato Lual Mabior with three additional counts of aggravated sexual assault and two additional counts of forcible confinement after two more of the man's alleged victims came forward this week. The women claim the crimes occurred last year. Mabior was initially charged with one count each of aggravated sexual assault, forcible confinement and uttering threats after a 17-year-old girl told police he sexually assaulted and threatened her inside his Sherbrook Street home on Sunday morning.
